I don't think the Grand Final has to be replayed because no one thought it might happen - for my mind it's replayed because that's the way it's always happened. It's not like they didn't have a rule in place. The decision not to have double-points for infringements seems dumb to me, but I'm a big fan of replaying the GF if the first one is a draw.
